There are a variety of causes of this error:
1) Incorrect Proxy Setting for Internet Explorer.
2) softpub.dll may have become unregistered.
3) Your system clock may be showing an incorrect time - or date! (Wrong time is the most likely cause of 80048820).
4) Firewall problems. Particularly with Netgear.
هناك العديد من الاسباب التي تؤدي لهذا الخطأ

The Solutions to MSN Error Code 80048820
الحلول ان شاء الله1) Launch Internet Explorer, click Tools and then click Internet Options.
From the Internet Options dialog box, go to the Connections tab.
Click LAN Setting. Un check the Use a proxy server for your LAN (These settings will not apply to dial-up or VPN connections) checkbox. Finally positively tick: 'Automatically detect settings'.
افتح الانترنت اكسبلورر و من الانترنت اوبشن نذهب الى تبويب اتصال Connections و منه الى ايقونة LAN Setting و نجعله كما في الصور التالية
2) Register softpub.dll.
Click Start (Button), and then click Run, type regsvr32 softpub.dll. Restart MSN Messengerمن قائمة ابدأ نذهب الى تشغيل run و نكتب regsvr32 softpub.dll ثم انتر ثم نعيد تشغيل المسنجر و كما في الصور التالية
3) If necessary, logon as a local administrator and set the computer's clock to the correct date and time. (Check on the internet if possible.)
دبل كلك على الساعة لتفتح لنا نافذة التحكم بها و من تبويب انترنت تايم نحدث الوقت و كما في الصورة التالية
4) Turn off the firewall temporarily. Check firewall settings such as Norton: "Block access to secure sites". If this cures the problem, make sure that Microsoft's MSN Messenger is allowed full access through your firewall.نغلق جدار الحماية بشكل مؤقت و نحاول الدخول للمسنجر فقد تكون المشكلة منه و يحتاج الى تعديل في الاعدادات (السماح للمسنجر للدخول الى النت) المهم قبل اي تعديل على الاعدادات نغلقه فان اشتغل المسنجر بشكل سليم فمعناه المشكلة من الجدار الناري.
5) Try a password of no more than 8 characters.
نجرب الدخول لحساب ثاني و يكون الباسورد له اقل من 8 رموز.
6) If you are using IE 7.0 check the SSL Settings. Internet options advanced (Tab) scroll down to the bottom. Security section. Tick 'Use ssl 2.0'.
اذا كنت من مستخدمي الاكسبلورر 7 فتاكد من تفعيل الخاصية التالية و كما في الصورة
7) One of the simplest ways of curing MSN error 80048820 is to unplug, or restart your modem. This is particularly effective for cable modems.
جرب فصل المودم ثم اعده و اعد الاتصال مجددا فقد يكون هذا الحل ببساطة.
8) We should have tried this solution before; check that the MSN site is 'up' 'available'. However, even if the site is down, you don't usually get error code 80048820.
اذا جربت جميع الحلول السابقة و لم تفد فا ادخل على صفحة ال msn / live فقد يكون الموقع لا يعمل.
9) Have you just installed any anti-virus software? Did the anti-virus software just make a big update? Try disabling and see if that cures the error.
جرب تعطيل الانتي فايروس فقد يكون يحمل تحديث كبير الحجم و مسبب بطأ في الخط و المشكلة منه, نفس الحالة حول تحديث الوندوز فحاولوا ايقاف التحديث ان كان يعمل لانه يستهلك سرعة الانترنت.
10) A drastic solution is to try uninstalling MSN Messenger version 8.0 or 7.5 and install Microsoft MSN version 7.0.
الحل التقليدي و النهائي للمشكلة ان لم ينفع شيء و هو بحذف الاصدار المستخدم و تحميل الاصدار 7
